11 Republicans offer to defeat GOP filibuster by voting $1.2 trillion in infrastructure, including $500 billion in new money
Funding included for transportation, energy, clean water, climate resilience, and public works; Biden, Pelosi, and Schumer are adamant that current bill cannot become law unless paired with generous Democratic family bill with child care and safety net spending; 2-bill tactic may be most complex since Henry Clay's Compromise of 1850;
Maneuver could split Republicans, weaken Moscow Mitch's lockstep, and deflate Trump's Big Lies; No increase of gas tax and no fees for electric vehicles are part of measure;
